Why does this website look so bad?

As you can probably tell, this website is not the prettiest, this was slighlty intentional
I am not very good at webdesign, but I liked the 90s website design and figured I could recreate something from that era as a novice web developer. I also find the 90s design to be more personalized as compared to modern web design.
